With the development of market-oriented economy of socialist and Chinese accession of WTO, competitions for talented personnel, which is more and more fierce, have aggravated flow of talented personnel and caused brain drain of some colleges and universities. In the competitions, Especially some regional colleges and universities are in inferior positions and drain of excellent teachers with high academic credentials, titles and specialities are serious. This has affected existence and development regional colleges and universities. How to realize and handle this problem should arouse our more thoughts and studies. In this sense, to control drain of teachers and form excellent personnel with good quality,high level,great abilities and outstanding structure is a matter of fundamental importance for sustained development of the regional colleges and better service for development of regional economy and also one of problems for management departments of teachers of the regional colleges and universities to pay close attention to and solve promptly.This research topic combined with practical situations of teachers'drain of Liaodong area ,studied current situations,characters and consequences of teachers'drain of the regional colleges and universities and analyzed the three factors: external,internal and individual, put forward tactics,advice and reference basis for the control of the teachers'drain and the teachers'stabilities of the regional colleges and universities.
