The Study Of Carrying Out Condition About Autonomous Management Of Newly-Founded Local Institutions In Fujian Province

Autonomous management of institutions of higher learning is not only a reforming trend in international higher education system, a requirement of changing of function to Chinese government and developing market economy, but also a requirement 0f development of Higher Education and institutions development.Newly-founded local institutions in Fujian province apply the management system of "managed together by provincial and municipal governments while mainly relying on municipal government", and they are managed and run together by Fujian provincial government and the local government. Because of having the features of " newly-founded", "local" and "transition to the 4-year-institutions", etc. the problems and contradictions in autonomous management of newly-founded local institutions in Fujian province stand out, which is just as Brubacher said, "It is the very day to examine the theoretical basis of educational practice when such practice come across complicated contradictions and problems."Viewing from the perspectives of theory, law and regulation, practice, the paper makes a summary and narration about autonomous management of newly-founded local institutions in Fujian province. This paper consists of four chapters besides the preface. Combining the definition of institutions self-management, academic freedom and Chinese actual situation, the second chapter defines what is autonomous management of institutions of higher learning and expounds the urgent need of owing autonomous management for Chinese institutions. Then, from the perspectives of law and regulation, the third chapter introduces the scope and content of newly-founded local institutions in Fujian province and gives a detail narration about the due restrictive system of these institutions. Later, based on a general introduction of 6 newly-founded local institutions in Fujian province, the fourth chapter gives a practical analysis and studies about the actual condition of autonomous management and restrictive system about these institutions. Based on a simple comparative with actual condition of autonomous management of newly-founded local institutions in other province and old-history institutions in Fujian province, the last chapter makes a summary about actual condition of autonomous management and problems which exists in these institutions, analyses the reasons and supply some practical solutions.
