Fujian Province will start to implement "new curriculum in senior high school" from this autumn, which emphasizes the establishment of the curriculum by three management systems of country, locality and school, and forms the system of developing and sharing the curriculum resources. In this implementation process of new curriculum, people will realize more clearly that it is impossible to achieve the goal of the new curriculum idea without the support of course resource. Basically the curriculum reform essentially stands for the development and reorganization of the curriculum resources. Hence, the development and the usage of course resources have become a brand-new subject of the course reform in our country, which is also the attractive and key point in this course reform. "Xiamen mo ya shi ke" is the curriculum resources with local cultural characteristic, which has been neglected since long ago. If it can be developed and used, it will be helpful not only to pass on the local culture, but also to form the school characteristic and promote teachers' professional development. This article tries to discuss the development and usage of the local curriculum resources. Beginning with study of the connotation of the local curriculum resources, this paper analyzes the theoretical foundation, basic principle as well as the necessity of development and utilization of the local course resources. Furthermore it emphasizes the value and the strategy of the development of the "Xiamen mo ya shi ke ". And the author has also designed three classroom case analyzing of three kinds of lessons about "Xiamen mo yashi ke". (The local case analysis of comprehensive elective course, the case analysis of local activity course, the case analysis of thematic lecture of local course).The research purpose of this subject is to offer certain theoretical foundation and feasible operation scheme for the study of the local curriculum of "Xiamen mo ya shi ke" to all middle and primary schools in Xiamen city. Also it will make the development and utilization of local and school course resources more rational and reasonable. At the same time, it will be sufficient for the deficiency of local adaptability caused by national course and helpful for the improvement of students' research learning ability conscientiously, and the students' Chinese accomplishment and comprehensive practice ability. Finally, this paper hopes to make some beneficial attempts on carrying forward the native culture in Xiamen.
