The great changes have taken place in China and even all of the world, which makes people have chance to enjoy their rich life. At the same time new moral problems appeare. The whole society has paid more attention to the facts that are disordered moral and value. Facing that, the traditional moral education looks so weak.Social Studies was born in the new curriculum reform. It is the curriculum to let children know the society and help them set up citizenship. The subject of Morality and Society has been in charge of the moral education instead of the traditional one, especially in primary schools. In spite of moral education, the new subject is also aim to social education. How to make it have more functions is the tissue of my study.I try to apply the two moral education theories in western countries, which are Values Clarification and Cognitive-developmental Theory, to my study of value judgment education around the field of text books design and teaching methods about the subject of Morality and Society. My paper is divided into four parts as follows.The first part puts forward the reason of my research and the definition of the value judgment education. Then define the interrelated conceptions, followed by the meaning, creativities, approaches and configuration of my study.The second part formulates the theory basis of my study, which are Values Clarification and Cognitive-developmental Theory, from the background ,main points ,research approaches and implement methods.The third part claims the importance and necessity of the value judgment education, supported by analyzing the historical reasons for our country lack this kind of education. It also explains briefly about my conception of the value judgment education, which concerns the implemental carrier,curriculum standards and curriculum contents.Combining with my experience of writing the Morality and Society text book and watching the real teaching, also compared with the Social Studies in America and Japan, the last part explains the methods of developing the value judgment education in details, from the text book design to teaching methods. My purpose goes to find a new way to develop ourselves' value education and moral education.
