The Research On System Of Social Evaluation For Higher Vocational Education

Higher vocational education has made rapid progress since our country decided to develop it in 1998. Nowadays it plays an important role in the whole higher education of our country. Simultaneously, its quality has become a worldwide social focus. The ministry of education announced a notice about trial functioning in evaluating the level of talents-cultivating in February, 2003. Then it began to evaluate the education quality of higher vocational colleges or universities once five years, which is vital to ensure the education quality of higher vocational education. We should enforce and improve government's evaluation, simultaneously social evaluation is also necessary, which is decided by the higher vocational essential attribute.The frame of the social evaluation institutional improvement of higher vocational education is: setting up subject of regarding supporting, educating and appraising the intermediary in policies and regulations as masses important strength, social evaluation system that various circles of society participate in extensively in media. One of the main carriers for social evaluation system is mid-organization of educational evaluation. Therefore, the foundation and keystone for construction of social evaluation system of higher vocational education in China are to enhance construction of mid-organizations of educational evaluation and exert its formal function.At the same time, we must consummate policies and regulations of mid-organizations for educational evaluation, establish system of authentication and supervision for mid-organizations for educational evaluation, enhance construction of staff of mid-organizations of educational evaluation and consummate organizational system of mid-organizations of educational evaluation.
