In the article, the method of systematical science and cybernetics, input-outputtheory and informational science are applied to evaluate higher vocational education ,through which we set systematical module to evaluate higher vocational and technicaleducation, provide basic grounds, monitoring and warning for the educationmanagement department in order to promote the development of higher vocationaland technical education.With regard to the method of the evaluation of higher vocational and technicaleducation, we should combine the traditional mode of accurate thought with themodern indistinctive cybernetics and evaluate the higher vocational and technicaleducation through the combining method of quantity and quality, accuracy andindistinctness, dynamic state and static state. Meantime, the system must be fair andobjective which can increase the appraisal's fair sense in mental for the result of theevaluation and reduce unnecessary depending mental state. We evaluate with the dataoffered by the institution and evaluate the rank with the data in order to embody theprocess factors of the appraisal.Indivator system of education evaluation should be set up, which is objective,simple, viable and scientific to evaluate the indivators through the utility science. Thebeacon system must be extensive and compatible, so we can evaluate different modeof higher vocational and technical education system. Due to the complicated factor ofthe system, the indivator system must be viable and stable. A proper indivator systemis one which is viable and stable as well so it can be trusted. When there is obviouschanges in the institution, the curves should have an accordingly obvious change.On evaluating the education system of higher vocational and technical education,we should pay attention to the use of information method, through which we can setup according information nets. The evaluation will be simpler so long as we set up theinformation platform, this can also enhance the proficiency of the valuation, make iteasy to apply different kinds of mathematical methods to the evaluation. On the otherhand, the evaluation of higher vocational education must obey the principle ofeconomic benefits .It can meet with the theory of production, studying ,research andbenefit. We should aim at multiple and specialized talented people to meet with theneed of the market so that we can run for the maximized benefit.At last, we should pay attention to the reevaluation of the higher vocational andtechnical education. The main purpose for this is to check again the appraisal, enhancethe proficiency of the evaluation and further mend the original appraisal, so as toprovide proper support for the higher vocational and technical education andmanagement.
