Transnational higher education (TNHE), one of the most prominent features of international higher education, has become a popular practice in the era of economic globalization. Especially after the establishment of GATS, various countries have adopted it a basic policy, opening the market of their higher education and enhancing the international communications in programs and other academic exchanges. China, one of the largest and fasting developing countries, is becoming one of the most potential fascinating transnational higher education market in the world. As a consequence, the program of "Sino-foreign Cooperation in Running School (SFCRS)"---the practice of TNHE in China was born and has boomed in China.Searching the source of internationalization of higher education and the relationship of economic globalization, international higher education, TNHE and SFCRS. At the base of synthesizing the whole things about SFCRS, the characteristics, experiences and shortages of SFCRS will be sum up. And the constructive suggestions come from the main problems of the SFCRS practice, including the change of educational notions, the innovation of educational management, the colonizing of educational model and the perfect law in SFCRS.As a means of trade in services, transnational higher education involves exporters and importers. The general characteristics, the developing tendency and organization are compared respectively between Australia (the exporter of transnational higher education) and Malaysia (the typical example of importers). The market practice, their ways in administration and protecting educational sovereignty, all these will give us hints and help in fully understanding transnational higher education,SFCRS and in our relevant policy decision.
