America has already accumulated much successful experience about developing teacher's teaching evaluation, and the implement of teacher's teaching have been also for more than 20 years in our country. Therefore, it is very necessary to draw lessons from domestic and international teaching evaluation. On the base of basic theories and experience on the the developing teacher's teaching evaluation, according to the diverse value doctrine within the philosophy theories, we should choose the teacher whose teaching will be evaluated, student, colleague and leader as the evaluation subjects alltogether. Following the design principle of index sign system, according to the main factor, which is affecting the index sign, we use the method of literature and investigate to design an index sign system that is applicable to different evaluation subjects. Study the evaluation data processing and result feedback finally. At the same time, following the principle of combining qualitative and quantitative analysises together, we also introduce the use of AHP, Kendall Concordance Coefficient Method and Fuzzy General Evaluation Criterion.
