With the arrival of higher education's popularization, the higher education quality problem causes extensive concern of the government and society. Many universities ensure and improve teaching quality through the measure of teacher's teaching evaluation, but its implement is not optimistic. Although this kind of summary evaluation can ensure teacher's basic teaching quality, the effects of improving the teaching quality is very tiny, and it is difficult to attain the purpose of improving the quality in the whole school. It is alreaday imperative undersituation to study a new kind of teacher's teaching evaluation system. Therefore, from the visual angle of the professional development and humen-based management, we shuld put forward a new evaluation system- developing teacher's teaching evaluation.Firstly, this text gives us the definition of developing teacher's teaching evaluation clearly, and then describes its characteristic, principle, function and theoretical base elaborately. America has already accumulated much successful experience about developing teacher's teaching evaluation, and the implement of teacher's teaching have been also for more than 20 years in our country. Therefore, it is very necessary to draw lessons from domestic and international teaching evaluation. On the base of basic theories and experience on the the developing teacher's teaching evaluation, according to the diverse value doctrine within the philosophy theories, we should choose the teacher whose teaching will be evaluated, student, colleague and leader as the evaluation subjects alltogether. Following the design principle of index sign system, according to the main factor, which is affecting the index sign, we use the method of literature and investigate to design an index sign system that is applicable to different evaluation subjects. Study the evaluation data processing and result feedback finally. At the same time, following the principle of combining qualitative and quantitative analysises together, we also introduce the use of AHP, Kendall Concordance Coefficient Method and Fuzzy General Evaluation Criterion.
