Teacher evaluation is a universal factor, which can influence the teacher's growth and development. It is not only a major section of school job, but also a significant element for the teacher's growth and development. According to the purpose of evaluation, it can be divided into rewarding and punishing teacher evaluation (RPTE) and developing teacher evaluation (DTE). Nowadays, some developed countries, such as Britain, begin to get rid of outmoded RPTE due to its more disadvantages, instead, to advocate DTE greatly. DTE is a kind of growing teacher evaluation, which aims to promote the development of teacher's future field. The prominent characteristic of DTE is to depend on teacher himself, to face his future development, to respect his principle position and personality, to stimulate his spirit so as to realize his self-valuation as much as possible.This article is divided into six parts. In the first part (introduction), the author firstly presents the relevant study on teacher's evaluation countries inside and outside, then put forward the problem that the author is to be resolved, the main content and meaning of this research. In the second part, the author defines the relevant concepts, criticizes and analyzes the evaluation system for rewards and punishment on its theoretical hypothesis, concrete representation, deep essence and value tropism. Then some restricting factors are summarized, the author puts forward the ideal mode of teachers professional development in which the teachers become the subject with subjectival character. In the third part, the author introduces the theoretical hypothesis and theoretical foundation of developmental teacher evaluation, expatiates its essence of value judgment and makes value analysis. Based on the discussion above, the author points out this kind of evaluation is to advance the development of teachers' subjectival character. As an important form, self evaluation plays an important role in improving teachers' subjectival character and self-refreshing. In the fourth part, the author puts forward the implement of DTE. In the end the writer puts forward the strategy which develops a development a teacher based on studying in the substantial evidence.The study is based on the present university teachers evaluation system, close related with the present situation, analyzing the key problem in the system, and finally framing the system for improving the management of universities.
