At present, balanced development of compulsory education in our country becomes the centre of attention. The fundamental reasons is that quite a few problems arises while the compulsory education in our country has developed along a non- balanced development pattern for a historical period of considerable length. The compulsory education is one kind of public product which the government provides for the citizen. That compulsory education is developing to balanced education will be the direction of compulsory education in the new period.First of all, it explains the comprehensive theory of balanced development of compulsory education, make clear the connotation of educational balanced development, the compulsory education balanced development idea, the necessity and practical significance of balanced development of compulsory education. Then it analyzes the non- balanced development situation brought by the nine-year- system compulsory education we put into practice now and the negative effect it produces.On the basis, "institutional restraint " is thought to be the institutional and structural factors that result in non-balanced development of the compulsory education, official system and unofficial system are involved. Several kinds of institutional restraints affecting the balanced development of compulsory education in our country currently have been enumerated.Finally it puts forward corresponding countermeasures to achieve balanced development of compulsory education. What counts is the government, the government should assume responsibility practically. The institutional barrier must be weakened and eliminated gradually, the appropriate system and mechanism promoting balanced development of compulsory education must be established and improved. The newly revised " Compulsory Education Law " is a practical institutional safeguard, its implementation should be given more attention.Therefore, we should see the importance and the urgency of realizing balanced development of compulsory education, fully estimate its chronicity, difficulty and complexity, persist in correct educational thought, take an active part in exploration, take the effective and practical measures, speed up the balanced development of compulsory education.
