In the past 40 years of reform and opening,China's economy has undergone profound changes.Under the dual role of the iterative evolution of technology and the knowledge economy,the status of talents is increasing.The competition for talents has become the new "war" between cities.Since 2017,various talent policies have been successively issued to compete for talent resources.Cites have great demand for talents in their development,especially during the economic transformation.China's demographic dividend has been disappearing for a long time,which also creates an urgent need for the introduction of young people.Therefore,it is important for cities to comprehensively enhance their ability of attracting talents in the fierce talent competition.This paper first reviews relevant researches on talents flow and talents attractiveness at home and abroad.Then,the situations of population growth,talents flow and talent police are analyzed.Imbalance developments of urban economy,innovation and livability are also analyzed.Based on scholars' evaluation indexes and the theory of urban amenities,16 indexes of the urban talents attractiveness evaluation system are constructed into three perspectives of city capacities to talents: employment,development opportunities and livable environment.An empirical analysis of multi-city talents attractiveness is conducted by the factor analysis method,which is chose from talents attractiveness methods.Common factors are extracted,and cities are ranked by the weight of common factors.The results show that economy and employment opportunities are the main attractiveness factors,natural environment and public service are also critical aspects in talents attractiveness.Among the 35 cities studied,Beijing,Shanghai,Guangzhou,Shenzhen,Tianjin,Nanjing,Chongqing,Chengdu,Wuhan,and Hangzhou have higher talents attractiveness scores,and Guiyang,Huhhot,Nanning,Xiamen,Yinchuan,Lanzhou,Xining,Haikou are relatively less in attractiveness,which basicallyconforms to China's talents attractiveness geographical distribution.According to the comprehensive rankings and factor rankings,specific measures are given to these cities after being classified.With current development status of city and talent policies,there are three countermeasures to improve urban talents attractiveness.Promoting economy and increasing employment from regions,industries and enterprises.Strengthening urban amenities by improving public services and enhancing natural environment.Optimizing talent policies with flexibility,diversity and sustainability.
