For the recent decades, to adjust to continuous development demands of modern society, educators have concentrated on concrete school practice and"school-based system"is approaching every educator."School-based system"is based on school and school is the main body of it .It includes the following three meanings: one is for school, another is based on school and the third is to promote school. It starts a new era of education and makes everyone in the educational circle and outsiders focus on school life and problems confronted by school.It is a problem that haunts teachers in colleges and universities whether PE course can arouse students'interests in sports and achieve the actual effects of physical and mental health .This paper solves problems in P.E. courses of colleges and universities from the theoretical research and development of school-based curriculum. Now the fact of P.E. of colleges and universities in our country is that the past P.E. teaching pattern is still followed in many colleges and universities. The teaching thinking is rigid and contents of the course can't arouse students'interests in P.E.. While in some colleges and universities, there is the real school-based curriculum and not the name of it .Though some colleges and universities are exploring school-based curriculum development, the practice is through experiences and there is little clear concept and technical support. The essay briefly expounds the theory and research trends of school-based curriculum with in the country and abroad .It explores and studies the problems in school-based curriculum development of P.E. course from Roussau educational thought of naturalism and theory of knowledge, which is based on current researching achievements and combined with the author's own understanding.The research of the essay bridges interests and actual effects by exploring and studying school-based curriculum development of P.E. in colleges and universities. It makes the students learn the pleasure and value of sports in P.E. teaching and cultivates their consciousness and abilities of P.E. all their lives. It makes the students develop their personalities in the school-based curriculum and cultivates the creative thinking and abilities of learning and living. In the development of school-based curriculum, it makes the teachers in colleges and universities improve their educational concept and carry out the instructive outline of P.E. course in practice. It offers the actual effects so that it is not a matter of form .By developing the school-based curriculum and basing on school, people and region, the teachers explore their own pattern of teaching and make full use of resources of course in practice to perfect P.E. curriculum system as well as to promote the students'personalities and the professional development of teachers.
