With the implement of open policy of China, the Chinese teenagers have more opportunities to contact with outside world and help them increase their knowledge. However, contacting with different cultures and moral concepts also makes great influence on the cultivation of their conventional morality. Thus, how to cultivate the teenagers with suitable morality has become an urgent task for us to complete. Schools have the main duty to help teenagers to set up their moral character, but the moral education in the schools, especially secondary schools has encountered some problems, such as lack of the aimed, integrated, practical teaching methods. The background, current situations and methods of the research on this problem are also illustrated in this paper. On the bases of the study on the moral education in the Yueyang No. 2 secondary school, we conclude that there exist the following major problems on this education aspect: demanding perfection on the implement, old-of-date content, dull methods and lack of exchange in the moral education network. The causes that led to these problems have also analyzed. To solve these problems, six measures have been proposed in this paper. There are construction of distinct content of moral education, setup of comprehensive and open moral education model, construction of harmonious campus culture, strengthening the aid to help those who are badly lack of moral education, enhancing mental health education, and promoting the exchanges between families and social. In a word, we think that we need to construct the moral environment which is suitable for the growth up of young students in the 21 st century. In this suitable education environment, the students will enjoy practical moral education, and this will help them turn the outer moral demand into their inner need of morality conscious, and further cultivate their moral behaviors. This is also helpful for the future improvement of whole Chinese citizens'level of competence.
