Scientific management and creative management play an important role in the development of secondary art vocational education. Reform and innovation is the power of promoting secondary art vocational education, scientific development as the top priority of establishing secondary art school.This article focuses on work reform and innovative practice of secondary art vocational education. In the basis of reviewing developed theories and previous studies, this study chooses The Affiliated Art School of Shengyang Normal University as an example to analyse development work situation and existing problems. Rethinking orientation of running school and development paths in school development, this article will put forward plans of the school development reform and specific measures and will also provide a case experience for secondary art vocational education.Surveying the current situation of secondary art vocational education, there are still many difficulties such as school development goals, management system and the system, the construction of education funds and independent rights of running school, course construction and teachers cultivation. These are expressed in the following four ways: I. Contradictions which are urgent to solve between cultivating objectives of secondary art vocational education and the social demand for secondary art vocational development. The weak professional development is not adapt to the needs of society. It exists gap between the quality of Secondary art talent and the education expectation of parents and society. II. Having many limitations in management system of Secondary art vocational education, school running autonomy can’t put to good use and democratic supervision mechanism needs to be perfect. III. Educational investment of secondary art vocational education should be enlarged. Investors lack of power towards secondary art vocational education.IV.Course construction and teacher cultivation are to be perfected. Artistic course settings are lack of features. The teaching quality of cultural course is worrisome.Teacher training is insufficient.Therefore, school development of secondary vocational education must face to the needs of future, with repositioning and practice and innovation.I.Remodeling educational goals, developing school-running feature. Achieving “six veers”on educational goals, the aim is to train “famous teacher”, “famous brand”, “famous student” in developing shool-running features. II.Optimizing management strategy, being sound management system. III. Strengthening financial management of school, improving the utilization efficiency of funds; implementing the system of budget strictly, applying for special funds to support actively. Developing advantages of its own resources actively, widening the channel of the diversified school-running funds.IV. Reinforcing the management ability of administrators; improving administrators’ study ability, overall coordination ability, execution ability and innovation ability.V. Providing system support for the growth of younger teachers through the innovation of the system and the mechanism, setting up experts group to provide resources guarantee for the growth of younger teachers.VI. Strengthening the curriculum implementation and management about general education and art education.
