The rapid development of the modern social economy has stimulated the big progress of the modern education. In order to satisfy the requirement of the social market economy, not only did the recruitment scale of the ordinary undergraduate expand rapidly, but also the varieties of adult higher education hold the opportunity and grow strong. The adult higher education has already become the effective action to improve the national quality comprehensively and to promote the compulsory education level. It symbolizes that the popularity time of higher education comes. However, in recent years, for influence of the various kinds of factors, while the scale of adult higher education inflates, the degree of satisfaction of people to adult education day after day to reduce actually has aroused the social universal interest.The adult higher education is an important constituent of higher education system in our country. With the advancement of the higher education popularity, the college entrance rate of higher education have reached 19% in China,2004. As education popularization age limit extend and social material life become rich day by day, more and more people want to accept the higher education. The higher adult education is the important channel to meet this kind of needs for people. Obviously, the higher adult education is shouldering the important social function. Whether does it play this kind of role, it is decided by its teaching quality. If the teaching quality of adult higher education is unable to be guaranteed, it will affect the social prestige of the higher education school record diploma directly and will reduce the whole level of development of the higher education. Therefore, regardless of the social function of the adult higher education, or from the consideration that the sustainable development of entire higher education and the adult higher education own, guaranteeing and improving the higher education quality really is the foundation of adult higher education own for survival and development. How to strengthen the management of teaching quality and establish the effective teaching quality of monitoring system is an urgent question to which the adult university faces.The quality question of adult higher education is affected by many factors. It can't receive the good effect to take only one or two measures. Therefore, the author is for the purpose of proposing a kind of consummation of reasonable teaching quality monitoring system movement pattern, which is used in the management system of adult higher education, and provides the feasible idea and the model for the adult higher education quality control. In the construction process of teaching monitoring system of adult higher education quality, it is necessary to consider the various questions. First of all, we must understand the quality question of adult higher education correctly, and build up scientific quality view. We should realize that the difference between the adult higher education and the ordinary higher education does not lie in the quality, but in the raise goal. It must be grasped practically the practicality and the operational characteristic which the adult education emphasized. The social efficiency should be paid attention. Its quality view locates in satisfying the different social demand. The second, I will discuss the elementary theory and the construction pattern of teaching quality monitoring system, analyze its correlated concept, the organization frame, the key technologies and so on, and study the concrete operation question of adult higher education quality control in our country embarks from the cases. Finally, embarks from the practice, I will proposes the construction strategy of teaching quality monitoring system of adult higher education. In traditional mentality, the people often thought it is difficult to realize the enhancement of teaching quality in existing source level because of the irregularity of the source quality. Regarding this, standpoint of article lies in the reform of teaching management. I initiate a kind of effective and order management measure, which enables to strengthen the monitoring of teaching quality under the source condition and the existing economical support.
