Strategic Planning Of New Founded Local Universities

In the modern society, universities have entered into the centrum from the edge of society, and called "power station" of societies development. However, there're some challenges that universities have never met. New Founded LocalUniversities——"the group with material difficulties" are enduring every kind of trialand difficulty. Scientific strategic planning would help this kind of universities survive and develop much better in the circumstances full of competition. Therefore, to some extent, researching strategic planning of new founded local universities is the decisive factor for the tendency of their development.Exactly, starts from the above background ,this thesis objectively described present situation of strategic planning of new founded local universities by comparing, synthesizing and analyzing their versions. Afterwards, we tried to discover some problems from their strategic planning by the angles of science of strategy and higher education .which are lack of competitiveness, feasibility, scientific foundation and democracy. The author put forward the way to deal with this problems, which are establishing strategic information system, improve structure and quality strategic subject, rebuilding strategic objective system, set comprehensive appraisal system. Therefore, the whole text are divided into four sections, firstly, theoretical basis of strategic planning; secondly, the describing of present situation of strategic planning of new founded local universities; the third, the analyze of its problems and cause; the fourth, the way to deal with those problems.
