Higher Professional Education (HPE), as a crucial component and addition to our country's education system, belongs to the professional education at a high level. This paper contains: an introduction to the development of HPE, studies on the school-running situations of the five types professional institutes in our country, differences between HPE and ordinary higher education and secondary vocational education, and affirmation about the HPE's position and function in our economical development.However, it should also be noted that our country's higher professional institutes start late, yet develop very fast, thus having some hidden dangers. For instance, such institutes have no clear school-running ideas, resulting in the prominence of professional education features; teaching staff lacks professional education characteristics and is not suited to the new teaching environment; the specialty and the curriculum lack the rationality; students'poor quality and inadequate funds can not guarantee the quality of teaching; student humanity quality is serious deficient; the education level is low, and the society does not endorse. Obviously, all these do not adapt with the fast developing higher professional education.The author of this paper, from a higher professional college teacher's personal experience and studies, by means of both historical and comparative researches, analyses scientifically the situations that HPE is facing at present after a rapid development and studies systematically higher professional institutes, especially those upgraded from secondary schools, using the professional institute running experience of some developed countries and areas for reference. The author analyzes existing main questions, and explores the solution.First, higher professional institutes should have their own unique running features, ideas about market, ideas about lifelong education, specialties and relevant curriculums which fit in with the needs of the society.Second, higher professional institutes should have their own teaching faculty with professional feature. The teachers must have sufficient practical skills as well as theories, that is, the quality of"double-instructor", in order to undertake the responsibility of training qualified personnel.Third, the institutes should pay attention to students'humanity training. Graduates from professional institutes should be not only of technical skills but also of comprehensive qualities, which will play an important part in their future success. Fourth, the institutes should cooperate with enterprises to enhance the training level. The essential nature of HPE determines its positive connection with social economy, trade and enterprises.Fifth, set up an evaluation system which aims at employment. Higher professional education is the education of employment, and the evaluation of the level of a higher professional institute needs to be employment-oriented.Sixth,the institutes should set up an a bottom-up integrated HPE system. Higher professional education should be open, in which the students may have the right to decide whether to study further or not according to their own interests and needs.As an important component of higher education, higher professional education, which ensures the development of our country's economy, is facing an opportune situation. The development of the economy and higher education in the 21st century objectively demands that we must study the rules and innovation of the higher professional education in China.
