At present,there are more than 200 undergraduate colleges that have been upgraded by teachers' colleges and specialized colleges,and all of them are located in prefecture-level cities that are not provincial capitals.They were born after the reform of higher education in 1998.This article is called Newly Upgraded Universities.In the course of more than 10 years of development,it has made outstanding contributions to the popularization of higher education in our country and the development of social economy.However,with the socio-economic transformation and development,the quality of talent training in newly-emerged universities cannot meet the needs of social development.The reason is that this type of university has long implemented the strategy of scale expansion with efficiency as the core and neglected the quality of the school connotation.At present,the state requires local universities to have "characteristic development,connotative development,and transformation and development" to improve the quality of personnel training.How to promote the transformation of such universities through the formulation of scientific development strategies is one of the key issues in higher education research.The transition from Newly Upgraded Universities to applied universities is one of the development paths recognized by the education community.Formulating a scientific development strategy is the key to achieving this path.This article first consults a large number of literature materials,and goes deep into the field research of Newly Upgraded Universities,using the "PEST analysis of hair" and "Diamond theoretical model" in the competitive strategy theory to comprehensively analyze the current development environment of this type of university.According to the environmental analysis,some problems arising from the conflict between the development strategy and the development environment of newly-upgraded universities have been summarized.This article also adopted a comparative research method and a case study method.First,it studied and developed the development strategies of the German University of Applied Sciences and Israeli Universities.At the same time,it was also a Newly Upgraded Universities that achieved good results in the process of transformation and development.The development strategy of(Hunan Institute of Science and Technology)has been studied.With the help of dynamic capabilities,a theoretical analysis model of the transformation and development strategy manufacturing and implementation process has been constructed,and experience has been drawn.Finally,this paper combines the experiences and enlightenments from domestic and international case studies to present concrete implementation suggestions for the development strategy of newly-emerged colleges and universities.Through the research on the development strategy of Newly Upgraded Universities,the following points have been drawn:(1)According to the analysis of the development environment,development resources,and ability basis of Newly Upgraded Universities,it is inevitable that they should develop toward local applied universities.(2)The establishment and implementation of the development strategy for Newly Upgraded Universities is a systematic process.The first step is to scientifically identify the external development environment,understand the internal and external environment of the organization,determine its resource base,grasp the direction and timing of transformation,and establish the overall goal of school development.Through internal governance,we will change the organizational culture and update the capabilities and knowledge of the members of the organization.This will enable the members of the organization to clarify the specific connotations of the development goals and guide the school's strategic path planning and implementation through targeted positioning.(3)The specific path for Newly Upgraded Universitiess is connected with the discipline of local industrial chain construction,set up professional clusters,and establish an application-type talent cultivation model with school-enterprise cooperation as the core.
