On The Rational Reflection Of Implementing "Double Certificate" Education In Higher Vocational Schools

So far, there have been more than20years since China has put forward the system of combining degree certificate with occupation qualification certificate in1993. This kind of system is not only beneficial to the accurate position and characteristics of higher vocational schools, but also to the reform and training quality in vocational schools; besides, it is good to improve the students’ professional ability and entrepreneurial ability, to strengthen the students’ competitiveness in talent market. Even so, in the process of implementing "Double Certificate" education, there still exists a big gap between goals and effect. Therefore, it is necessary to reflect the implementing of the system with reasonable attitudes. The author employs comparative way and literature way to study the aim, the content of the "Double Certificate" education and its management, specific conclusions are as follows:Firstly, the goal of implementing "Double Certificate" education should embody the essence of education in higher vocational schools, namely, superiority of talent level, professionalism of knowledge and ability, technicality and application of talent training, however, during the self-examination of "Double Certificate" education, target deviation always occurs in the process of its execution. The implement of "Double Certificate" education should set up a system of the communication of "Double Certificate" to train hi-tech talents with vocational academic certification and senior vocation qualification, so as to prevent moving from the nature of senior vocational education.Secondly, to implement the "Double Certificate" education, the effective connection of the course content is not only the real repel of "Double Certificate " but also the experience enlightenment of higher vocational colleges in developed countries, that is, the target of course setting is to cultivate students’ comprehensive occupation ability, the course structure is for the practice system. But on the reflection of the course content of "Double Certificate" education, there is a breakage on the practice cognitive, practice project implementation and practice curriculum, the implement of "Double Certificate" education should prevent breakage of the course from three aspects, that is re-construction course system, emphasis "Double Qualified Teacher " stuff construction and focus on "practical teaching",in order to realize the connection of course content.Lastly, the implement of "Double Certificate" education is a cooperating management that involves many parties, it mainly based on enterprises and schools, and it should be focused on legalization of the cooperating management as to the efficiency of the system. Whereas, on the reflection of practice of this sort of education, the division between administrative departments and the inconsistent between enterprises and schools are due to the loose of government to market access system. The implement of "Double Certificate" education should construct the uniform vocational qualification certificate management system, improve logistic construction and strictly enforced the laws so as to achieve the communication of education and management.Deviation of the training target, breakage of the course content and unbalance of management in the practice of "Double Certificate" education, all depart from the original intention and seriously influence the education quality of higher vocational schools. So, the nation, schools, and enterprises should strengthen cooperation and management, in order to make sure that exams are useful, schools have its own responsibility and enterprises have its obligation and to secure the effectiveness of " Double Certificate " education.
