Taking Beiyuan primary school as a single case, this paper conducts a comparatively overall investigation and analysis of the present situation of the primary school pupils'sense of responsibility, as well as the existing problems in primary school of Dezhou. The research findings about the sense of responsibility include psychology, ethics, pedagogies and so on .The paper defines the sense of responsibility, as well as the indifference to it, taking the pupils of Beiyuan primary school for example. In addition, the paper points out and discusses the significances of developing primary school pupils'sense of responsibility, the theoretical foundation , the concept of fostering and the concrete measures in order to make it clear that the public must pay attention to cultivating the pupils'sense of responsibility .In addition, it is very important for the public to understand the current situation , the causes why pupils'sense of responsibility are indifferent, and the basic concept of the cultivation of the sense of responsibility. The purpose of the paper is to make the teachers enhance the effectiveness of the cultivation of pupils'sense of responsibility by adopting scientific methods.The paper is divided into five parts. Part one is the introduction which clarifies the subject's origin, theoretical and practical meaning, the current situation, the purpose and method of the involved research. Based on the sorting documents, it also deals with the implication and necessity of the sense of responsibility of the primary pupils. At the same time, the sense of responsibility is a shared activity norm concerning a certain single person about obeying and maintaining the belonging groups and his awareness and attitude to his duties and his different social roles. The necessity of developing the sense of responsibility embodies the necessities of the individual development, the development of basic education and building a harmonious society. Part two is about the finding the three aspects of the indifference to the sense of responsibility to their families, the society or community, and themselves .Above these are concluded according to the survey about the present situation of the pupils'sense of responsibility and their indifference to that in Beiyuan primary school. Based on the analysis of the sorting documents and the conversations with some parents and teachers, we find that there are four main reasons for the pupils'indifference to responsibility: the first is the changes brought about by the social structure, people's thinking views and their opinions of value in the changed society. The second is due to the faults in school education that is the effects of the exam-oriented education and the backwardness of the school's moral education. The third is due to the errors of family education and faulty educational methods. The fourth is due to the pupils themselves. Part three is about the investigation about the theoretical base on the development of their sense of responsibility from the perspectives of ethics and psychology. According to ethics, freedom is the promise of forming the sense of responsibility, and the purpose of developing the sense of responsibility is to cultivate really meaningful citizens. In the light of psychology, co-operation is the basic way to generate the sense of responsibility. The generation of the sense of responsibility is an internal process. The sense of responsibility develops from passive discipline to self-discipline and high-degree rationalism. Part four puts forward the theory and measures of developing the sense of responsibility. In developing their ideas, we should follow the principles of being principal part, permeability, practice and classification. In the developing measures, firstly we should develop the pupils'sense of principal part, and provide them with the chances and conditions of their own choices and experiences. Secondly we should conformity educational sources and put the development of the sense of responsibility to every field of the pupils'life. Thirdly we should follow the principle of advancing step by step to make the pupils'bodies and minds develop normally.The sense of responsibility is the basic virtue for everyone and a necessary part in peoples'characteristic structures. The indifference to the sense of responsibility greatly affects primary pupils'perfect characteristic developments and their social course. Primary pupils are the future of the country and the hope of the society. To develop a new social generation with strong sense of responsibility is the base to build a harmonious society and the necessity to foster citizens with responsibility. Only by the means of scientific education and training can primary pupils extricate themselves from individual to citizens undertaking social duties.
