Persons with technical ability act as crucial function for the development of economy and society. Advanced science research productions need to be translated into ones that are good for the society. Imported equipments need to be operated by those who grasp advanced skills to increase economic benefit. To strengthen the cultivation of persons with technical ability is good to translate heavy population pressure into manpower resource, help disadvantaged group, construct harmonious society and boost the course of urbanization.There are many inconsistencies and problems for Chongqing to solve to become the important growth pole in the west area, the economic center in Changjiang upriver area, a municipality with urban and suburban overall developing plan and take the lead in realizing the goal to roundly construct a well-off society in the west area. The lack of persons with technical ability is a crucial factor to restrict Chongqing to change the economic increasing mode and boost the optimization and upgrade of the industry structure. Therefore, it's necessary to strengthen the study on strategy of cultivation on persons with technical ability in Chongqing.There are five main parts in the dissertation. The first part mainly introduces the study purpose, limit, importance, content and methods and study state in correlative field.The second part mainly analyses the methods to strengthen the cultivation on persons with technical ability in China and foreign countries. In China, the main methods are policy support and outlay investment by the government, improvement of practice condition and teachers, variety of the school-running mode and form in vocational schools and the active participation and support from the corporation. In foreign counties, the main methods are policy support and guiding, law guarantee and promotion, and outlay investment by the government, curriculum adaptability improvement and high quality requirement on teachers in vocational schools and financing and equipment support and teaching direction from the corporations.The third part mainly analyses the development of economy and society in Chongqing since 1997, its correlation with the cultivation on persons with technical ability and the situation of the cultivation on persons with technical ability in Chongqing. At present, the main methods to strengthen the cultivation on persons with technical ability in Chongqing are the government makes supporting policy, enlarges imburse scope, guides to develop mass technical activity and constitute harmonizing committee, and the vocational schools actively attending international cooperation and extend their training function.The fourth part mainly analyses the problem of cultivation on skilled persons in Chongqing. It shows that the main reasons are the weak cultivation ability in vocational education and training institutions, which can't meet the need of the labour market in quality and quantity, the inadaptability of the students, which cause the structural lack of skilled workers.The fifth part brings forward some strategy to solve the lack of skilled persons in Chongqing. The government should guarantee the cultivation outlay, supervise corporations to participate in cultivation on skilled persons, guide to change the old idea on skilled persons and urge to improve teachers. The vocational school should reform and innovate school-running mode and innovate idea, teaching methods and content, depend on industries and corporations, expand accumulating channels, strengthen international cooperation and communion. The industries and corporations should earnestly carry out employee training, support cooperation with vocational schools and widen training modes.
