With the popularity of the Internet and the informationalized of higher education, university and college students are more easily attached to the Internet. Despite of its conveniences brought to the study and life of students, its negative impact shall, by no means, be neglected. The wide-spread of eroticism, violence, terrorism and crimes affect directly on the perception, emotion and psychology of students. Under such a circumstance net literacy education has gained more and more attentions. The recognition of net literacy education merely marks the start-point of such an education in China. To be objective, the college students' net literacy education in China is in desperate need of practices. And this thesis is dedicated to envisage an outline of future education on this realm.With a combined research of the popular viewpoints on the definition of net literacy, the thesis brings forth a definition consisting of seven aspects: the recognition of net media, the decoding and selecting of internet information, the ability of applying internet, the ability of expression on the internet, self-management of internet communication, the ethnics on the internet and the sense of security on the internet. And the ability of expression on the internet is a highlight in the present Web2.0 phenomenon. A questionnaire is designed according to the seven aspects mentioned above, and a survey is carried among the college students in Anhui province, a detailed analysis of the status quo is also done. Following the dominating theories of media education of other countries, aiming at the weak links in college students' net literacy, the thesis is an attemptation to explore the common theories in net literacy education by carrying out experimental courses and educations. Meanwhile, on the basis of investigation and practices, levering on course design, the thesis brings forth a general mode to carry out net literacy education which focuses on the teaching direction, lesson plan, time arrangements, educational forms suitable for the net literacy education of college students, and provides an applicable methodology to promote college students' net literacy education.
