End of the 20th century to the beginning of this century. Under National devote major efforts to developing education and combined Colleges influence, Technical Secondary Schools promoted Institutes, Institutes grows Newly undergraduate colleges more and more. During 1990 to 1999, there have been 206 Institutes promoted, 2000 to this day, there have been 210 Institutes promoted in the whole nation. 2000 to 2004, there have been 12 Institutes promoted in Henan Province. By 6 Newly Undergraduate Teacher Colleges faced with problems researched in this article, we hope put forward a proposal and strategy.The original utilizes the literature datum law by means of the synthesis,investigation law,much kinds of means such as mathematical statistics law and so on, we made a investigation and analysis in Henan's 6 Newly Undergraduate Teacher Colleges, including teacher'attitude to Colleges promoted necessity,physical education specialized subject and curriculum fixing,teaching staff development,college students change,the sports installations of university gymnasium construction and so on, then put forward a proposal and strategy. The main conclusion is as follow:1,The Henan teachers college Physical Education specialty teachers have been aware of necessary of promoted College is imperative. And Physical Education specialty play a secondary fiddle in College, development speed is less than that of College. There have a tendency of widen gap with superior specialty.2,The Henan teachers college Physical Education specialty leaders and teachers have aclearly understand about their aim and feature, but have no exactly steps and method.3,The Henan teachers college Physical Education specialty and courses offered is in a passive position, and no a clearly aim. Due to absence sufficient argument of social and their areas demand. On the whole, to offers specialties according of exist and easily. Curriculum design have no characteristic, don't give full play to teacher's professional knowledge or skill. The teacher's continuous education is not enough. There are unreasonable proportion among foundation courses,theoretical courses,compulsory courses and optional courses.To a certain degree ,"to attach importance to technique and skill, to make light of theory"is exist.4,The Henan teachers college Physical Education specialty teachers contingent is a young,potentiality,full of vigour,deformability. Age structure is young teacher is too much; professional ranks and titles structure is absent high professional ranks; educational structure is raising step and step, but no doctor degree teacher; area structure is reasonable, teacher graduate is concentrating one or two college and university, it is not good for academic circles and development. Scientific research ability is obviously sufficient. Teaching ability is competent undergraduate course, but main courses are taught by serener ranks teacher; teachers is confidence in professional training ability.5,Stadium,gym and sports field build is meet physical education specialty's demand, rational distribution of sports apparatus basely that was been though in physical education teach demand. Owing to"expand enrollment", college students is increasing, sports apparatus is used adding that need more money to repaired that will be influence teaching quality and other field.6,There are difference in invest capital's subsequence of soft and hardware. but comprehensive analysis, most teacher is approval invest in soft first, which accord with college long-term interests.
