| With the increasingly fierce social competition,people pay more attention to education.Because of the public goods attribute of education,the government must play a leading role in the supply of education.In order to meet the personalized demand of the public for education,the government strongly supports the social forces to participate in the supply of compulsory education.Therefore,the market mechanism is introduced into the field of education,and gradually forms the situation of "government market third sector" multiple supply in the stage of compulsory education in practice.However,the imbalance of the supply of compulsory education in urban areas has caused many problems and destroyed the fairness of education.In view of the imbalance of the current development of compulsory education,the government has put forward the strategic policy of comprehensively deepening the reform and improving the quality of basic education.Based on the research object of multi supply in the compulsory education stage,this paper introduces the current situation of multi supply in the compulsory education stage of Xi’an from the aspects of development background,supply subject and supply mode,and studies the public’s preference for supply subject in Xi’an by means of questionnaire.At present,the social problems such as "school choice fever" in the compulsory education stage of Xi’an seriously destroy the fairness of local education.There is a certain gap between the quality of public schools provided by the government and the public’s expectation of education;The supply scale of private primary and secondary schools is inversely proportional to the public demand,so it is difficult to meet the public demand.In addition,the participation of the third sector in the development of compulsory education in Xi’an is low,which leads to a certain gap in the supply of special education.By exploring the causes of the multiple supply dilemma in the above compulsory education stage,this paper summarizes the following reasons: first,the total amount of high-quality education resources in urban areas is insufficient and unevenly distributed;Second,due to the large scale of public schools,the overall quality of public schools is improved slowly;Third,the local government lacks the specific support policies for the third sector to run compulsory education schools,which leads to the supply "vacancy" dilemma.Therefore,on the basis of learning from the experience of other urban areas in China on the governance of compulsory education,in view of the dilemma faced by the diversified supply of compulsory education in Xi’an,this paper puts forward some suggestions,mainly from the perspective of government functions,to clarify the supply behavior of each subject in a dominant position,Under the guidance of the government,the main bodies can avoid their own problems through collaborative cooperation,which is not enough to achieve the maximum effect of collaborative supply and other optimization measures.This paper provides some suggestions for promoting the balanced development of diversified subjects in the stage of compulsory education in Xi’an. |
