Since the 20th 80's, the higher education of the world has entered an era whose aim is improving the quality of education. Improving the quality of higher education has become a common theme of the world's higher education. Entering the 21st century, with the rapid development of knowledge-based economy, teaching resources, increasing international competition, China's higher education from elite education to mass education, as well as the changes in the scale of the higher education expansion, have challenged the management of teaching quality and the quality of personnel training severely. How the implementation of the teaching quality throughout higher education, the institutionalization of scientific, humanity monitoring and evaluation, has become the necessary requirements of the people-oriented, comprehensive, coordinated and sustainable development, and the improvement of education level of the teaching quality. In this research, only the teaching quality of colleges and universities which monitor the internal mechanism is considered as the breakthrough point, from flexible management applications in the enterprise-related theory, the preliminary research has been made on the basic elements, the basic content and structure of teaching quality supervising, and build a basic framework of supervising mechanism which is tamper force with mercy in the quality of teaching with a view to China's colleges and universities to monitor the quality of undergraduate education which plays some of the concrete functions of the role for reference and inspiration.
