The research into universities' development and that into their teachers' development have been two enduring hot topics. Since 1980s, there have been a lot of achievements in China's theoretical higher education research. However, all the research still lacks the connection of universities' and their teachers' development and the effective advancement of their win-win development. In the present times of deep social transformations, higher education is faced with new development opportunities and challenges. On one hand, it has made a lot of progress, trained a large number of highly qualified professionals and contributed greatly to our economy and society. On the other hand, the development of universities still can not meet the strong needs of the modernization construction and the people for quality education. Neither can the faculty building in many universities meet the demands of their development and social development. Therefore, how to make universities and their teachers develop together has become a key subject in the higher education research. This study has first analyzed the development situation of domestic and foreign universities and their teachers. Then it has explored into the relationship between universities' development and their teachers' development and the factors that may stimulate their mutual development. And accordingly, it has also put forward a series of strategies. These strategies include: making a two-way development plan, encouraging teachers to actively join in the decision making of their universities, achieving the uniformity of the development goals of universities and their teachers, sticking to the people-oriented principles, renovating the talents system, strengthening the construction of humanistic environments, creating a win-win development system, attaching importance to the overall effect of talents, promoting teachers' development with teamwork construction, further guiding teachers to gain the development consciousness, advancing teachers' self-development, and so on.
