Aimed at the establishing a European Higher Education Area by 2010, the Bologna Process is the important part of integration of Higher Education in Europe. It is the result of several meetings and the follow-up policies. So far, Bologna Process is consisted of six stages, with three priorities: introduction of the two cycle system , quality assurance and recognition of qualifications and periods of study.In this article, firstly, the author analyzes the internal factors of Bologna Process, on the background of integration of Europe, as well as marketization of higher education. Based on the analysis of stages of Bologna Process, the author makes some case study on the implementation of those three priorities. Then, unscramble the development of Bologna Process in the comparison of EU country and non-EU country, as well as promoter and acceptor. Through these analysis, get on to the issue of conflict and amalgamation between internationalization and nationalization of higher education.The conclusions of this paper are: (1) Bologna Process is the process of being constructed; (2) as for two cycle degree system and recognition of degree and study period, the implementation in accepting states is much better the promoting states; while in quality assurance, the promoting states is better than acceptors; (3)for accepting states, the smooth progress of two cycle degree system and recognition of degree and study period is the due to the drive of internationalization of higher education, while the resistance of implementing quality assurance is resulted from the conflict of nationalization of higher education; (4) based on the view of neo-functionalism, the drive behind internationalization of higher education is the spill-out of integration of Europe; (5) based on the view of constructivism, the driving force behind nationalization is the that, participating countries put the nation identity over Europe identity.
