With the development of science and technology, humanity entry into an era ofknowledge economy and highly informatization, the21st century is which be dominated byknowledge economy. Higher education is increasingly becoming social and public propertygoods, Countries are competing to open up the new education market all over the world.In June1999, the Minister of Higher Education of Germany, Italy, UK, France and otherEuropean countries sum up to29, gathered in the Bologna of Italian to sign the BolognaDeclaration, the Declaration proposed a further reform plan of higher education in Europe.The core program of this plan is to establish an identical space of the European highereducation until2010. In September2003, the Minister of Higher Education of those countrieswhich participated Bologna Process convened the second summit meeting in Berlin. Thesigned up of Bologna Declaration indicating Russia joined the Bologna Process formally.Since then, opened the new chapter in Russian Higher Education.In this essay, firstly arranged the history of Bologna Process: Lisbon Convention, theUniversal Declaration of Sorbonne, Bologna Declaration, the Prague announcement, theBerlin announcement, the Bergen announcement, the London announcement. In the secondpart, I explored the motives of Russian accession to the Bologna process. In order toaccelerate the national system of higher education integrate with the higher education ofOccident, enjoy the discourse power in the global higher education market, conform to thetrend of internationalization of higher education. The participating in the Bologna process,can enhance the competitiveness of Russian higher education in the international arena. Thethird part of this article expounds the change initiative taken by the Russian universities tojoin the Bologna process. It contains the following content: Russia’s national higher educationdegree system, the European Credit System, the national examination oriented by quality, andthe institution of the state right of education. In the chapter five, I analysed those problems ofRussian reform of higher education in the Bologna process. Any reform can also exist manyproblems, the reform of higher education in Russia is no exception.The article structure is divided into six parts:Introduction, including the reason of the topic, research methods, research significance,literature reviewThe first chapter analyzes the basic overview of the Bologna processThe second chapter resolves the reasons for Russian accession to the Bologna processThe third chapter expounds the reform measures adopted by Russia to the Bolognaprocess The fourth chapter selects the Moscow State University for case studyThe fifth chapter analyses those problems of Russian reform of higher education in theBologna process.
