Adapted To The Bologna Process

29 European countries signed the "Bologna declaration" in 1999.And in the year of 2003 Russia joined the Bologna process,which is a new era for the development of higher education in Russia.Firstly,this paper analyzes the reasons for Russia's entry into the Bologna process from three sides:domestic factors,international factors and the factors of Russian higher education.After the disintegration of the Soviet Union and Yeltsin's unrealistic reforms.Russia is in danger to be a second-rate or third-rate country,but politics,economy,culture and other fields have got fast development in the world.At the same time,Russian higher education is also arguably in dire need of reform.Then the paper summarizes the reform measures taken by Russia in order to adapt to the Bologna process,including the reform of degree structure,the introduction of European Credit Transfer System,the introduction of graduation certificate attachment,the promotion of academic mobility,and the strengthening higher education quality assurance system.On this basis,the forth chapter further explores the effectiveness of these reform measures in the field of Russian higher education.It mainly includes the promotion the development of human beings,the improvement of university students' employment degree,more emphasis on the combination of scientific research and teaching.Corresponding to this,the fifth chapter explores the problems brought about to Russian higher education by taking these reform measures.These problems are described from three aspects:the recognition of the bachelor's degree system in Russia,the quality of Russian teachers in higher institutions and the competitiveness of Russia in the international education market.Finally,the paper proposes the future development trends of Russian higher education,and this part of content is also the innovation points of this paper.The author believes that in the future Russia needs to make further efforts to establish a more comparative education system with Europe's,strengthen the quality of teachers in higher institutions,improve the service level of international education and enhance the treatment of teachers in higher institutions.
