Along with crime low age tendency day by day obviously, the question about preventing the youth offenses has become a more cared and researched topic in the entire society. How should we give the young people a good social environment? How should we prevent and reduce the youth offenses effectively? It seems more urgent and needed. The tenth conference of the ninth Standing Committee of the National People's Congress on June 28, 1999 had passed "the People's Republic of China to prevent Minor Crime Law". According to the law, to prevent and reduce the minor crime works have a more exhaustive stipulation to the Government department, the Judicial organ, the school, the family and so on. The young people will be the future and the hope, so the healthy growth has great influence the development direction of the country. However the fact is optimistically not. Now the society is changing with each passing day, many questions follow on their heels. As the social special group, the youth healthy developments closely relate the society. During the recent years, however, the youth offenses is actually a tendency to escalate, the characters have changed from the unitary, the looseness, the burst and the accidental to the nature, the compactness, the intelligence and repeatedly the cross infection, ect. These new characters have badly affected the entire society. According to the related statistical data, it indicated that the total of the youth offenses already occupied above 70% of the nation criminal offense total amount, and the behavior about the young people violate the public security is a large amount. So, it is quite seriously that make us to take various effective measures to prevent and change the situation. It is also an obvious problem in the modern society crime, which has brought some negative affection to the society. In recent years, the government of Hohhot made a remarkable achievement on preventing and reducing the minor of fender. However, with the rapid development of the society and the urbanization, it is unoptimistic for the situation that the youth offense increased quickly caused by many various factors. The illegal criminal acts also present some new characteristics and the tendency. For example, illegal crime gangs, low age, violence and so on. In order to strengthen the anticrime work and reduce the minor of fender, as a police school teacher, I think we should consciously analysis the elements which lead to the youth offenses, and give some advice and measures through the improvement of the family, the school and the society, try our best to create a healthy and suitable education environment for the young people. As well as through the perfect legal system, the propaganda, the construction multi-channel defense line, I'd like to contribute my share for the prevention and the reduction of the young people illegal crime.
