Teachers′specialization is not only the tendency and trend of the world′s teachers and educational development, but also is the need and direction of China's reform in teachers'education. In China, although the teachers'education has already made some achievements, the development of teachers'specialization is being widely concerned by all the fields of people, especially teachers from primary and secondary schools. Government and schools where teachers worked has established a corresponding mechanism in teachers'specialization development, but as the broad frontier rural and pastoral areas existed complex cases and conditions, such as inconvenient traffic, poor information and backward economy, which decided that teachers there were the weak groups among primary and secondary teachers, and they must be paid attention as the focus in China's teachers education. Guiding them to promote professional standards is an important manifestation to realize educational equality. This study attempted to investigate the present situation of teachers'specialization in partial national primary and secondary schools of Keyouqianqi and Damaoqi, and to know more about conditions of teachers'specialization in Inner Mongolian frontier rural and pastoral areas, and according to these points, it could produce some relevant strategies and concrete measures on promoting teachers'specialization of national primary and secondary schools in similar areas, and in order to enrich Chinese teachers'education theories. This thesis mainly conducted a survey on the preset situations of national primary and secondary school teachers'specialization in frontier rural and pastoral areas, and processed the data of questionnaire. We made a profound analysis on the existing problems and causes, in terms of related theory on teachers'specialization and on the basis of comprehensively referring other sorts of materials, and produced corresponding strategies and advices.The thesis included the following four parts: Part I: Introduction on the cause of topic, the purpose of the study and significance of research, and literature review and the method of study.Part II: Making definitions on the concept of national teachers'specialization, and stating standards and the realizing means of teachers'specialization in national primary and secondary schools.Part III: Adopting the form of self questionnaire surveys and interviews, analyzing deeply on the present situations of teachers'specialization of national primary and secondary schools in Inner Mongolia's frontier rural and pastoral areas, reviewing and analyzing the advantages and disadvantages existed in Inner Mongolia's frontier national primary and secondary schools.Part IV: On the basis of the above analyses, making development strategies on promoting teachers'professional of the national primary and secondary school in frontier rural and pastoral areas. Firstly, establishing a new concept of teachers education and raising awareness of teachers'professional; secondly, enhancing teachers'awareness of independent professional, and improving teachers'capacity of "self-renewal"; Thirdly, improving effectiveness of trainings for teachers from the national primary and secondary school in frontier rural and pastoral areas; Fourthly, increasing the intensity of preferential policies, developing national Teachers'Education of the frontier rural and pastoral areas.
