Folk fine arts education,which is based on the content of traditional arts, plays an important role in recent years. In the 21 st century, driven by the rapid increase of economy, the political, cultural and educational fields also made considerable progress. This progress also appears in global national strength so that people’s growing cultural needs of knowledge has become increasingly urgent, which makes new demands on education. In recent years, art courses not only stick to a simple painting teaching and also have begun to continue to strengthen the folk arts education, which aims to better inherit the essence of Chinese culture.Folk art is an important part of art and culture. For example, in northern Shaanxi region, paper cutting, the portrait stone of Han Dynasty, the portrait brick of Han Dynasty, traditional cave shape, flour figurines, cloth tiger make up a foundation of folk arts. In this paper, we first introduce folk arts resources in northern Shaanxi region. Then followed by detailed investigation of the relevant institution of local education, prominent teachers and students. Then according to the survey analysis to explore the local folk art teaching rule. In this paper, we select paper-cut as representatives to studythe Folk arts. We also intend to combine with new educational standard to make an outline for the course of paper cutting. With studies obtained, some teaching experiments are performed. Finally a conclusion is made to provide a reference to folk art education in primary school.
