"The Curriculum Standard (Experimental Draft) of P.E and Health for Compulsory Education in Elementary Education", which can be condensed into Curriculum Standard, is the guideline for the RE reform in the new basic education reform. Wu Chang district is an experimental one in China, whose middle schools have been implemented the curriculum standard for 6 years. In order to know the details of the implementation, the author investigates 90 middle schools'P.E teachers and 580 students in Wu Chang district through literature, questionnaire, interview and observing in the field, and so on. The study shows:Teachers in Wu Chang district have attained completely the degree that the educational law in China requires. But as for the title of technical post, most of them only have the elementary and middle ones, few of them have the high ones; schools' sports fields and equipments are lacked seriously, especially the sports fields. 44.4% RE teachers think that now sports fields and equipments can't satisfy the normal needs of the RE teaching; Though teachers have received training of Curriculum Standard for enough time, the forms are too single, teachers can't put theory into practice. 29.1% teachers don't satisfy with the quality of training very much; 62.8% teachers can understand the Curriculum Standard comparatively. "Health is the first" is acknowledged by 96.7% teachers, 44.2% teachers think that the goals of learning level don't set definitely, and also in primary and secondary; Teachers don't identify with the ideas that "goals guide content" and "don't set teaching content and teaching times". For the limitation of the sports fields and equipments, There is gap between teachers choice the organization forms and content and the interesting of students'; Teachers are confused mostly by the teaching content, evaluation and modes ; Through the investigation of students, the author finds that students are more fond of the RE class than before after the implementation of Curriculum Standard, mainly in sports participation, the knowledge about P.E and health. The new teaching evaluation begins to play its inspiring role, but students'sports skill level is descending. To the results of investigation, the author puts forward some suggestions:1. Renew the educational ideas, strengthen the supervision and guiding;2. Know the complexity of curriculum implementation and reinforce the guiding for implementation;3. Perfect the training modes and quality for P.E teachers for Curriculum Standard;4. Set up the district-based core learning content;5. Perfect evaluation system, add some more detailed standards ,and make them have more maneuverability;6. Choose instruction organization forms correctly, and make them adapt to the practice.7. P.E teachers should transfer their ideas, enhance their curriculum consciousness, and change their roles;8. Perfect the evaluation institution of middle schools' P.E test so that which can do much better to serve curriculum standard.9. Increase the input for P.E outlay, especially for sports field and equipments.
