The Policy to Reform Mathematics Curriculum in High School is based on the history of mathematics education in our country and the curriculum reform proposed in countries around the world. The aim of the reform is to reduce the burden on students and enhance interest in learning, improve teaching methods. The Policy to Reform Mathematics Curriculum in High School embodied the emphasis on fundamentals, the demands of the time,typicality and acceptability, focusing on the characteristics of the times,the development of humanbeings, and the educational and ethical nature of maths teaching. It values the organic combination of knowledge and skills, the process and methods with emotional attitudes and values. It sets "to raise future citizens with the basic mathematical knowledge", and"to meet the needs of personal development and social progress" as the overall goal of the curriculum. In it,the development of humanbeings and the development of the society is closely linked, profoundly revealing the essence of maths teaching.However, no reform can be done easliy, and The Policy to Reform Mathematics Curriculum in High School is no exception. In the course of implementing the new curriculum, the problems and difficulties arise, for example, the teacher's uncertainty about the Standards for high school mathematics curriculum and experimental materials; and,in the implementation of the new curriculum, about whether the concept of teaching and teaching methods are in accordance with the idea of the curriculum reform; whether there is a natural convergence between the contents of the reform and that of the compulsory education; whether the students can really change their way of study; whether the reform of the evaluation system can promote the development of mathematics education and so on. These problems are particularly troublesome when the examination-oriented education and the college entrance examination system reform did not follow up the cases,and when educational and administrative departments, society, the parents still see the rate of students getting into higher schools as the only criterion for evaluating the quality of teaching.It causes the front-line teachers to "wear new shoes to follow the beaten track" and the loudly voiced weariness of both teachers and students.On the basis of all the above, the practical ideas to solve the problems should be proposed.
