China' s investment in education research starts late. The implementation of a single government financial allocation of the investment system has being used since the People' s Republic of China established. With the Western human capital theory spreading widely in China and the building of the educational economics, economists began to explore the reform of the educational investment system after the reform and opening up. during the 6th Five-Year plan, Li Yi-ning proposed the education funding in proportion to the GNP growth rate and standards; during the 8th Five-Year plan, Shen Bai-fu studied the China' s provincial local input in education; By "9th Five-Year" period, Wang Shan-mai and Wei xin planned the distribution of educational resources system, the investment system of higher education, higher education such as the cost of compensation conducted fruitful research. In addition, Le Xi-bin "Educational economics" and Niu zheng "vocational education economics" had also made an important research results. However, from the economics point to view the issue of vocational education has just started, there has not authoritative view yet. This article attempts to carry out a research on the higher vocational education in Hunan. Through analyzing the deficiency of investment in Hunan' s higher vocational education with the Analytic Hierarchy Process (AHP), and describing the development of the higher vocational education in Hunan during the Tenth Five-Year plan, this study tries to further exploration on the higher vocational education. The writer uses the literature,investigation and statistics to study.This paper consists of six sections. Chapter 1 describes the connotation of the higher vocational education. Firstly it introduces the basic concept, and then it talks about its basic features. Only if knowing what the higher vocational education is and then it can write the following chapters.Chapter 2 describes AHP. It refers to the basic features, the basic steps , why the AHP can be the way of the investment deficiency in the higher vocational education, and pros and cons about AHP, the importance is how to gain the weight of the indicators and choose the best project.Chapter 3 is about the establishment of the evaluation indicator system for the deficiency of investment in higher vocational education, even its evaluation ways. Firstly itintroduces two principles----the hierarchy principle andscreening principle indicators. Especially it introduces how to build the evaluation indicator system for the deficiency of investment in higher vocational education. This article mainly takes human resource used efficiency, material efficiency of resource used, financial resources utilization efficiency and the efficiency of the quality of the training as the internal efficiency indicators, at the same time it chooses the higher vocational education contributed to economic growth efficiency as the external deficiency indicator. Lastly it discusses the evaluated ways about the deficiency of investment in higher vocational education: it needs Fuzzy-AHP to work out the weights of the internal deficiency indicators, and then it decides the calculated steps and the formula of the external deficiency indicator on the basis of T·W·Schultz' s calculated steps and measurement methods. Chapter 4 is to analyze the inside deficiency of investment in higher vocational education in Hunan. It gains respectively fairly bad and fairly good through working out two higher vocational colleges with AHP. How the fairly bad higher vocational college catches up the good higher vocational college? Besides the college itself has to look for some ways, it still needs the Hunan government to take actions. Therefore, the following chapter discusses the development of higher vocational education in Hunan during the Tenth Five-Year plan in order to look out the rightly countermeasures.According to data gathered and data analyzed in chapter 5, it discusses some countermeasures which may apply to solve the problems of the deficiency of investment of the Hunan' s higher vocational education.Chapter 6 is concern about the main viewpoint of this paper.
