This study with the preschool teachers for the object, adopt some psychological methods such as literature review, questionnaire, behavior event interview and so on, set up the preschool teachers competency model, work out the preschool teachers competency questionnaire, measure the current level and character of it.The research collects the characteristic of excellent preschool teachers through behavior event interview and open-questionnaire, and then according to these characteristic articles to draw up a questionnaire, and pick up those that can really distinguish the excellent and common preschool teachers by study 400 preschool teachers, then analyze it with explore facor method and set up the preshcool teachers competency model, on this foundation, adopt the verification factor analysis to see the validity and rationality of the model, the result show that the model composes of six latitudes which are the research and guide ability, teaching ability, self-inspect ability, personality characteristic, work quality and study ability. At the same time, refer to the result of item analysis and explor factor analysis, through the strict procedures of items filtering, make up the preschool teachers competency questionnaire preliminaily, take the reliability and validity test on it, and form the preschool teachers competency questionnaire officially. Then we use this questionaire to survey 450 preschool teachers and find out that: the preschool teachers competency is at the middle level currently; at the teaching time variable, the total competency level seem to present the "Pour V type" trendency; at the educational variable, the competency will improve along with the higher educational background of preschool teachers; at the with-children-or not variable, the competency of the teachers who have children are diffently obviously from the teachers without chilren at the whole level, and the former is higher than the latter; at the character of the kindergarten variable, public kindergarten and private kindergarten are not different obviously at the whole.
