A Study Of The Characteristics Of Poverty Among Migrating Workers In Harbin And Their Contributing Factors

As the part of the urban community, the migrating workers play the important role for the development of the urban economy. However, because of the social security system arrangement and the household registration, the migrating workers remain low social status and economic status. Being compared with the urban inhabitant, the migrating workers are obliged into the poverty more easily. Therefore, Mastering the concrete station and poverty characteristic of the migrating workers, dissolving the narrow circumstances of the migrating workers, have become the social problems that need to be solved urgently. By judgment sample this study interviews 156 migrating workers resided in urban and rural joint zone in Harbin.Investigate results show that, generally, age of survey object is old partially. Married migrating workers have large percentage. Marital situation is stable largely. Employment is very low. The social melting degree of residing community is higher, but they can not obtain the effective economy support. The poverty rate of migrating workers is significantly higher than the city resident. After the contrast the income, expenditure, housing, endure consumer goods, the results show that the poverty degree of poverty population in migrating workers more severe than urban poverty population. They belong to absolute poverty and existence poverty. By Statistics methods, the results show that the occupation, Educational attainment, the life condition before migrating, the number of labor force and the times in city have in some degree contribution.In addition to, this study analyze the poverty problem happened in migrating workers by social theory. The employment administrative policy directing by system of household register have already been the large obstacle to migrating workers. Moreover, because technical ability lack they could not gain high income. The social security system ignores the migrating workers'social security. the migrating workers is obliged into the poverty more easily. Social vulnerable groups in migrant bring difficulties,at the same time, they can not build the social support net in city because the exclusion of city, they become the bordering community , the economic support show the tendency of regression and native place. Based on the above results, this study introduces reformation of household register, establishment of migrating workers social security system and social support system, profession technical skills of migrating workers.
