The development of knowledge-based economy and the globalization of the world economy pose challenges for higher education. As a place of knowledge acquiring and imparting and high-level personnel cultivating, the institutions of higher learning must organize high-quality and high-level faculties by means of developing human resources at maximum capacity. This is because the quantity, quality and structure of the faculty have impact on not only the prospects of universities and colleges but also the national holistic quality and the comprehensive competitiveness. At present, there is a big gap in faculty resource—whether in quantity or in quality—between the developed countries and China. The reality shows that Chinese faculty resources cannot meet the needs that the nation requires as time goes on. Therefore, it is indispensable that the research on the human resources development and management of Chinese universities and colleges should be strengthened to develop the potentiality of the faculty resources and to achieve the healthy, fast and sustainable development of higher learning institutions.Based on human resource theory and theoretical analysis and case study research methods, this thesis deals with how the theories of human resource development and management are introduced into the faculty resource development and management of higher learning institutions and why the research domain of modern human resources should be broadened and enriched. Meanwhile, the author analyzes the problem existing in the human resource development and management of Jiangsu provincial universities and colleges and presents the corresponding strategies, on the basis of the status of human resource development and management of Jiangsu provincial higher learning institutions and the empirical study of Nantong University. The purpose of the thesis is to offer some constructive suggestions on the faculty resource development and management of Jiangsu provincial universities and colleges.The first part of the thesis introduces its background, meaning, objective, contents and methods. The second expands the notion of human resource development and management, theoretical foundation, and the basic features of and principles for the human resource development and management of higher learning institutions. Part Three chiefly analyzes the status and the achievements of human resource development and management of Jiangsu provincial higher learning institutions. Part Four reveals and analyzes as well the problems—existing in managerial concept, faculty quantity and reservation, talent bringing-in, employment, evaluation, training, incentive mechanism—with the human resource development and management of Jiangsu provincial universities and colleges. The fifth part is an empirical analysis and research on the human resource development and management of Nantong University. The last part presents the strategies for the faculty resource development and management in the new era. Among the strategies are: establishment of "faculty-oriented" managerial concept, organization of human resource management contingents, formation of the mechanism for talent bringing in, cultivating and keeping, promotion of the reform of employment system, scientific design of the result-efficiency evaluation system, improvement of the allowance allocation mode, effective implementation of incentive mechanism, and improvement of faculty training system.This research is of practical importance to the optimization of faculty resource, the enhancement of human resource development and management of Jiangsu provincial higher learning institutions and the further reform of internal management system of universities and colleges.
