Research On Development Of Higher Vocational Education In Hubei

The economic construction and social undertakings in Hubei have been greatly advanced since the foundation of the People's Republic of China, especially the reform and development in the last nearly three decades. Hubei is in the crucial course of adjusting her industrial structure, upgrading industries and promoting the society. But the fact that most of employees are lack of necessary professional skills and qualification is still a bottleneck which has been prevented the economy in Hubei from being developed rapidly. The booming "economy knowledge", led by high-tech industries, supported by new-type industries and agricultural industrialization and depending on talent resources imposes new requirements for higher-vocational-type talents. Therefore, to develop the higher vocational education and cultivate high-quality work force are urgent need and necessary choice for the economic and social advancement in Hubei.In recent years, Hubei has grasped the opportunities of the higher education's great development to further improve the advancement of the higher vocational education. For example, there is a tremendous increase in the number of schools and students, and the ways of running school have been improved a lot. The general school-running ability is in the lead across the country. But higher vocational education in Hubei still can not satisfy the real needs of socio-economic development, and compared with the higher vocational education in the developed countries, there is still a long way to go to catch up with them. This paper thoroughly researches the problem how to further improve the development of higher vocational education in Hubei. This thesis tarts with the brief descriptions of the socio-economic status and the needs for higher-vocational-type talents in Hubei, pointing out that the construction of new countryside, the promotion of new-type industries, the rise of service industry, the construction of Wuhan-oriented cities, the development of intra-county economy and social undertakings are all in need of a great number of high-quality higher vocational talents. Then this thesis analyzes the general situations of higher vocational education in Hubei, such as the scale of higher vocational schools, the layouts and structures of higher vocational schools, the setup of specialties, the practice bases, and the competitiveness of graduates, praising the achievements as well as pointing out a series of problems, including the unclear understanding and orientation about higher vocational education, the defects in the mode of higher vocational education, ineffective policies and measures and a large percentage of flexible employment among the graduates. This thesis also analyzes the causes of the problems, such as the lack of recognition and school running experience in higher vocational education, the low level of social participation, and the lack of support form the school runners. At last, the thesis brings up the basic strategies to improve the development of higher vocational education in Hubei, such as to promote the unanimous understanding of higher vocational education, to reform the school running system and mechanism, to make clear of the goal and mode of training, to reinforce the administration and enhance the quality of education, to increase the input in the higher vocational education, to improve the conditions of schools, to promote the employment of graduates and to increase the support from the government, etc.
