At present, our country's higher vocational education's scale has occupied half of the higher education which also has an important role in promoting the socio-economic development. Higher vocational Education's vigorous development mostly benefits from the strong policy support of the government. In recent years, the government has made more concrete policies in order to protect the sustainable development of higher vocational education, which has aroused the researchers pay more attention to the higher vocational education policies.This thesis's research object is base on the higher vocational education policies, selecting 30 versions of higher vocational education policies since the introduction of reform and opening up in China. This thesis tries to analysis from two main logic lines from time and space .From one hand it deeply analysis the higher vocational education policies'evolution. From the other hand, on the background of society, it makes a statement for the hidden value orientation of the policies'evolution. It sums up the value of the changes of the higher vocational education's policies. It analyzes the value of pursuing.From this thesis, we can know our country's higher vocational education policies are mainly to meet the socio-economic development of higher vocational education's needs. Different stages of the introduction of higher vocational education policy was to ensure that the higher vocational education to meet socio-economic development which has strong brand background of the times. Judging from China's reform and opening up to the needs of the socialist market economic structure's establishment and the expanding domestic demand to promote economic growth, then from the comprehensively building a well-off society, promoting the sustainable social development, according to the social needs the Chinese Government has made a series of social higher vocational policies. From the development of higher vocational education and social background , we can take higher vocational education policies divided into four stages of evolution: The first one is the start exploration period(1978—1991);The second one is the Period of building the legal system (1992—1998); The third one is the period of vigorously development(1999—2003);The last period is the Sustainable development and characteristics of the construction (from 2004 to nowadays).Different higher vocational education's evolution stage reflects different value orientation. This paper mainly from the perspective of the social background makes deeply analysis on what kind of value orientation for the promulgation of our country's higher vocational education policies. In the context of socio-economic development strategy, our country's higher vocational education policies mainly reflect the development of human resources and the socio-economic services'value orientation; In a socialist market economy reforms, our higher vocational education policies'making just in order to legal the system of higher vocational education and improve the system of management, which reflect the building of systems and the value of self-direction; Under the background of the college expansion, reflecting meets the needs of the community values, our country's higher vocational education can develop so fast. Under our country puts forward the concept of scientific development concept, our country's higher vocational education policies reflect the characteristics of the building and the sustainable development's value orientations. It mainly reflects the policy of people-oriented employment-oriented, enhances the quality of teaching and builds the higher vocational education characteristics.When considering the factors of higher vocational education policies'value orientation, it either from one aspect or from many others'aspects. It involves to the interests of the country, the society, the schools and the individual. It is value orientation changes with the social background. It indicates from the research that our country's higher vocational education policies change from the Society needs to individual needs, the Content development to the building of epitaxial and the expansion of scale to quality assurance. At different development stages, there are different orientations for higher vocational education policies'value views. It not only has shown a simple value, but rather reflects different stages, different levels and many orientations, etc. It shows the characteristics of stage and continuity. Following by the increasingly pluralistic society, higher vocational education policies reflect multiple values and gradually pursuit the value orientation of fair priorities, balance between efficiency harmony policy and people-oriented.In that, it makes our country's higher vocational education to the sustainable and healthy development.
