At present, China is still using traditional evaluation system of reward and punishment of teachers in the basic stage of education. The ultimate aim of this evaluation system is to reward and punish teachers but ignoring their developments. It also has many other disadvantages such as only focusing on the past performances while ignoring the future, focusing a small number of teachers while ignoring the whole group, relying on executive power while ignoring inner impetus. This model thus is difficult to receive response from the majority of teachers, could not be universally accepted and it is difficult to mobilize the enthusiasm of teachers.This paper is to study systematically the theory and application of developmental evaluation of teachers on the base of reviewing and evaluating the status of teacher's evaluation at home and abroad. It also tries to establish the indicator framework of evaluation of developmental teachers and objective system of teacher's development in order to in accordance with the era of knowledge economics, education of all-round development, requirements of basic education curriculum reform, and requirements of knowledge innovation and education innovation of new evaluation system of teachers.The high school teachers are organizers of physical education activities and is the most important variable affecting teaching effectiveness. As the reform of teaching guidance and curriculum in high school sports, the teachers also need to study accordingly in order to adapt continuous reform of curriculum. The teachers of physical education have a direct influence on teaching effectiveness and enthusiasm of students, so the developmental evaluation of teachers is accordingly crucial. To conduct developmental evaluation of high school PE teachers is the call of social transformation, the demand of education reform, school management, and evaluation development of teachers in high school. To conduct development evaluation is to improve professional developments of teachers, is a two-way evaluation process on the base of mutual trust in the harmonious atmosphere. Facing with the era of knowledge economics, new education of new century, new challenges of knowledge innovation and education innovation, it is very essential to construct developmental evaluation system of teachers.Developmental evaluation of teachers should adapt current physical education reform and it is based on the present conditions, as well as putting the past into consideration. It only pays attention to the present performances of teacher, but to the future development of teachers, emphasizing self-development and life-long development of teachers. In the evaluation process, it should put special emphasis on training teachers in the self-consciousness and creative spirits which is an effective strategy to promote the integration of development of physical education teachers and school's development.This paper is to explore the establishment of developmental evaluation of physical education teachers in high school, evaluation of index weight, designing of evaluation method through methods such as literature, research, mathematical statistics, fuzzy comprehensive evaluation method, expert consultation etc.
