Since the university increased enrollment in 1999, Chinese higher education in size, structure and system have achieved great development, but also faced problems that quality declining. Monitoring the quality of teaching colleges and universities is the most effective way to improve the quality of teaching. The goal of establishing long-term mechanism to monitor the quality of teaching in college is supervising colleges and universities to establish a self-analysis and self-monitoring quality management system to rectify continually and improving stability the quality of teaching in colleges and universities .Therefore, the article integrated the system of control theory and the theory of higher education, the Total Quality Management theory. There are three major parts of research in this article, the first part is about the teaching quality monitoring background studies, including the current development of Chinese higher education, the existing problems in colleges and universities teaching reform of in higher education, as well as the status of international and domestic quality control; the second part analysis the relevant concepts in teaching quality control , including the meaning of quality in teaching and the factors that affecting the quality of teaching, teaching quality control categories, principles, function; the third part is building platform and operating mechanism in the university's teaching quality monitoring including the organization, the building of the system, as well as information collection and feedback, evaluation and assessment, incentive and restraint, and early-warning mechanism .finally put the theory into practice, taking Guilin Electronic Science and Technology University as an example.
