In the early 20th century, institutional theory has flourished in various fields of social science. School organization is an open and complex system, greatly influenced by the institutional environment and constraints, so the system analysis is an important method in the field of higher education. With the process of popularization of higher education in our country, the problems from higher education are increasingly prominent. In this macro context, the Ministry of Education proposed to establish the long-term mechanism of college teaching requirements.From the perspective of institutional theory, establishing a university teaching theoretical which is based on the long-term mechanism, composition and principles of teaching. There is a problem of "short-acting" in the teaching work, and from the system level to analysis in order to identify the reason is a useful exploration. For example, the system logic changes leaded to the difficulties of teaching ideas, the environment made the teaching reform is difficult to happen, the system led to imitate the superficial content and instructional design convergence, systems deviation made teaching issues such as lack of sustained motivation is ever-present reality. Finally, making some suggestions and strategies to establish a long-term mechanism on teaching affairs.If we want to establish a long-term mechanism of teaching, we should follow these things:sharing the teaching concept is the basis of long-term mechanism; system construction is the main way to build long-term mechanism; legitimacy is the basic law to establish the long-term mechanism. Based on system theory, the long-term mechanism of teaching work concluding:cultural sharing, from the institutional environment to the rational myths, building university cultural mechanisms; academic orientation, constructing "legitimacy", completing decision-making mechanism; Institutional Innovation, changing teaching modes, improving the mechanism of teaching; system incentives, the establishment of developmental teaching assurance system, improving the control mechanisms of teaching.
