Some scholars once pointed out that in the ideology, politics and moral domain, the cognition and the behavior' separation is the main problem which we face. Although this sentence is absolute, we can find importance of the unification by cognition and behavior, we can also find that the current Ideological and political education should undertake this important task.On the surface, the vast majority of acts are carried out through their own understanding of things, based on this understanding having been made. In short, what a person has knowledge, which will produce behavior. However, the question is not so simple, especially in the field of ideological and political education, In fact, there are many persons who know what are right but won't do those things. So we can find that, the degree of knowledge is not a direct and simple transformation to their behavior, this transformation is influenced by a variety of factors, such as cognitive factor, the emotional factor, will factor, environmental factor, the capacity factor, etc.. The degree of ideological and political knowledge transforming into moral behavior is under the influence of various factors, just on the comprehensive role of various conditions, ideological and political education' unification of cognition and behavior has different models and transformation sequence. So, a new problem arose, which role do those factors play in the transformation process? How should Ideological and political education play the role of various factors, and how to improve the ideological and political education effect? These are all this article seeks to explore and try to answer.The article starts from cognitive and behavior concept of renowned ancient and modern scholars. The main line is ideological and political education's relation between cognition and behavior. The article focused on the rule of cognition & behavior, and tried to find the way to solve this problem. The full text is divided into four parts:Firstly, the article introduced some domestic and international thinkers, philosophers, educators' view. On the bases of knowing that, the article pointed out that the rule of cognition & behavior' unification is very important.Secondly, the article tried to analyze concepts of cognition, behavior, including their relations. We believe that ideological and political education' cognition and behavior have a dual relationship, the general and special. Generally speaking, cognition controls behavior, and behavior reflects cognitive. At the same time, cognition and behavior has its unique complexity, that is, we often say that the separation line, including: it is easier said than done, knowing well but doing wrong etc..Thirdly, to a certain extent, this part reveals that the core content of cognition & behavior rule, that is, illustrating possibilities of unification between cognition and behavior, then the article discussed models of transforming from cognition to behavior. We believe that cognition & behavior' unification can be derived into two kinds, one is active pattern, the other is passive pattern. However, the beginning of this transform may have many ways; it may begin from cognition, and also may be behavior exercising or environment.Fourthly, the article explored the methods of achieving cognition & behavior' unification. We analyzed it from multiple angles, we can achieve that by promoting awareness educated on the basis of their emotions, by improving persons' strong capacity, by creating a good environment of ideological and making political education under the premise of constantly optimize teaching methods. It is worth noting that all the methods must be founded on the recognition of persons' real status, based on respect, and only those methods were integrated with many ways can education achieve the desired effect.
