When the human enters the 21st century and our country joins in the WTO, it becomes the necessary condition of retaliating prosperous country that whether our country has the massive high qualities human resources already. How should our country transform the serious population burden into the rich human resources superiority? Deng Xiaoping thinks it must develop our country's education vigorously, develop the great population nation into the powerful human resources nation through the education. Now, our universities face the contradiction of high quality teachers to be scarce and the higher education's quality to be enhanced. To enhance the higher education's quality we must establish a high quality, stable and reliable teachers troop. Therefore, it is the most important question which various universities must solve that how to develop and manage the existing university teachers, establish and consummate the development and management mechanism of teachers, enhance the teachers' quality and level unceasingly.Since the 1990s, the Hunan higher education develops rapidly .The number of the students in the universities, the teaching and administrative staff and the specially appointed teacher all has been doubled. The organizational reform of higher education has obtained the encouraging result. But, we should also see it unoptimistic the situation of the present Hunan university teachers. This displays mainly in: The quantity of university teachers is few, the teachers' title structure is unreasonable, the school record level is somewhat low, the senior title teacher troop reveals aging, the specialized structure which does not adapt with the Hunan economy development gets older, The teachers' originating structure is unitary as well as the area distribution of the university teacher human resources is not balanced. At the same time, in the development and management practice of Hunan university teacher human resources, theintroduction and use mechanism of talent is backwardness, the incentive mechanism is imperfect, the competitive system is "abnormal", the interpersonal relationship environment is bad, the education and training mechanism of teachers is not perfect, teachers' psychological problem increases and so on. So I proposes several measures of human resources development and the management: Set up the management idea of "the teacher for this, talented person first", strengthen macroscopic behaviors of the teachers' development and the management by the government, design science and reasonable human resources plan, establish and perfect the teachers' assign mechanism, implement effectively the teachers' incentive mechanism, establish the fair examination mechanism, perfect the teachers' training mechanism and the university's democratic mechanism. At the same time, I also hope the research is helpful to teachers' development and the management other local universities.
