Along with the 21st century "knowledge economy" time arrival,people realized that the international competition in current and future in the final analysis is the talent competition, human resources has become the decisive power to influence the national economic and social development and knowledge creation. The universities are the important base of cultivating high quality talents,and university teachers who are one of the main parts and important resources of universities play a decisive role in finishing the university's mission. However, the most of our universities existed the deficiency in development and management of teachers human resources in different degrees because of external environment, traditional influence and management level in personal management, such as the deficiency in modern human resource philosophy, the long term plan in human resources managements, therefore, that makes the management of human resources face a lot of problems in universities.Nowadays the reform of our country has been transforming from scale type to quality type, from macroscopic reform to deep-rooted microscopic study, the internal management reform of universities needs further deepened, optimizing the teachers'human resources managements is the project and task that every university must to face.This paper analyzes the conditions and problems in terms of human resources managements in universities, such as recruitment, training, appointment and salary, and combines the conditions of Minzu University of China, based on the guide in modern human resources theory.The purpose is to provide the idea for the personal system in universities based on development and strategic management in human resources.This paper falls into four parts.The first part expands the background and significance of the topic, and explains the theory about the human resources. The second part analyses the current situation of our country's organization and teacher's human resources.Point out the opportunity and challenge what have to face through discussing the feature and association of our country's university teacher's human resources. The third part introduces the university teacher's human resources of Minzu University of China, analyses the situation, defect and the cause in the respects of recruitment, training, appointment and salary, and puts forward some advice in optimizing external environment and internal controls.
