The Research Of University Alliance For HRST Development

The talent is more and more important in competition between countries in the world. To develop HRST, especially those in line with the coustruction of innovative country, is one of the most important responsibility of high education.Firstly, the paper summarizes the definition of HRST from home and abroad scholars, analyzes the status of HRST development in United States, Europe and China, and highlights the problem and shortage of HRST development in our country. Then the writer introduces the university alliance concept, including itsheory basis, targets and vision, analyzing and comparing the operation modes and management modes of IFEES, GEE, TU9, ParisTech and a case in our country. Finally, with the reference of their successful experience, an innovative model of university alliance for HRST development is presented, including its organization charter, management structure, internal operation, external support system.and so on. Finally, this paper tries to propose a mechanism for sustainable development. This model could be applied and implemented by universities in our country to develop HRST.
