At this age of information,computers and network are spread all over the world in a overwhelmingly speed, which profoundly influences every aspects of our daily lives. Information technology is essential for country or a nation in terms of future development, as to IL for undergraduate it must be attached great importance. For college students, they must be able to value the information, differentiate good information from bad, and retrieve information that is needed from a pile of information. All in all, the need for college students to master high quality IL is becoming crucial.IL Evaluation System is an important system, because it is the quality of research information on the specific results of the theory and practice in education to go through channels, from the theoretical research leading to the information quality training and educational practice of the bridge. The author at home and abroad in a few more representative of the information analysis and evaluation of the quality of evaluation criteria based on the combination of the content has to work on my college students to build a quality information system for evaluation of the value of indicators.Firstly, the paper gives comments on the concept, connotation and standards of IL, then the author come out with new construction of IL standards for the undergraduate according to research content. After the constructing IL standards, the questionnaires and survey are following up for 200 students from colleges of Ji lin University and Chang Chun Taxation College. In light of questionnaires and personal interviews, the paper analyses IL status of the undergraduate in the network environment, with typical problems they encountered and possible causes of those problems. At the end of the paper, the author discusses how to construct IL educational models to improve IL education for college students.In terms of content, information awareness and information to increase the content of morality, to strengthen the network of modern information technology and educational use of information resources; in the form of teaching to the classroom and online entity combining classroom; teachers to create quite the quality of teachers.Secondly, to make use of library information services to improve the quality of university information. To make students familiar with the library resources; organize students to participate in the construction of the library Web site so that the library Web site to better reflect the information needs of students with the characteristics of information retrieval; let students make full use of the library Information Service, in consultation with staff under the guidance of the ability to improve access to information; play a subject librarian in the information quality of education.Finally, the information is necessary to improve China's colleges and universities to assess the quality of education standards and forms of organization and organizational learning students. In this paper, I hope these responses can improve the quality of university students to contribute information.
