School-based teaching and research is not only the requirement of practicing the new curriculum reform, but also the protection of developing it, what is more, it is an effective way for teachers to be specialized, and for us to build up schools where teachers can learn from each other. Developing school-based teaching and research which adapts to the new curriculum, is the actual necessary and urgent task for teachers' and schools' development. In addition, it is the key to further teaching research and reform. However, due to all kinds of reasons, the teachers' teaching and research of many schools could not achieve the expectation, which prevents the development of teachers and the improvement of schools' level. Therefore, the author mainly uses a great many methods lf data collection, including questionnaire, interview and so on to analyze and unfold the predicaments which the teachers' face and what cause them. According to them, the author put forward the following effective strategies: First, improving the school-based systems continuously. Second , strengthening teachers' consciousness and study belief constantly. Third, making the ways and effect better. Fourth, ensuring the organization of teaching and research play a good role in the course fully. Finally, supplying time, expenditure and material protection to it as enough as possible.
