Nowadays, one of the major issues many universities and colleges will encounter is the implement of the talent-oriented strategy that we should accelerate the high-quality teachers team building to meet the rapid development of schools . The teachers' evaluation is related to both the teacher and school's development. So doing some research about college teachers' evaluation has a great theoretical and practical significance. After analyzing, inheriting and developing all kinds of preceding methods of evaluation, the writer devices a teacher achievement evaluation of Hefei University based on the actual situation. The paper consists seven chapters: Chapter one introduced the research background, purpose and significance as well as mainly used researching methods. Chapter two reviewed the researches about the teacher achievement evaluation carried on in domestic and foreign colleges and universities. The third chapter made a comprehensive analyses and summary introduction to the characteristic about the university teacher achievement evaluation beginning with the theoretical research about it. Chapter four to six are the paper's key points. They ensured the designing principle of Tangshan College teacher achievement evaluation system, designed the index system and weight coefficient depend on the methods of target management and 360 degree evaluation, then studied the results of the system implementation Chapter seven concluded the research achievement and pointed out the problems to improve.
